The Emergency Management and Response—Information Sharing and Analysis Center (EMR-ISAC) promotes critical infrastructure protection (CIP) by sharing CIP and emerging threat information with Emergency Services Sector (ESS) departments and agencies nationwide.

The ESS includes emergency management, fire and Emergency Medical Services, hazardous materials teams, law enforcement, bomb squads, tactical operations/special weapons assault teams, and search and rescue. The EMR-ISAC collects and shares CIP and emergent threat information relevant to the ESS from federal, state, local, tribal, territorial and private sector partners. Information is published through U.S. Department of Homeland Security information sharing mechanisms, including a Community of Interest on the Homeland Security Information Network portal.
